When copy and paste suddenly stops working in Windows 11, the cause is usually one of four things: another program is holding the clipboard open, the app you copied from has frozen, a Remote Desktop session is not passing the clipboard through, or the item is outside what Windows clipboard history can store. Work through the checks below in order and most cases clear in a minute or two. To make sure a hiccup never costs you what you copied earlier, IntelliClip from Automata Labs keeps a searchable clipboard history on your PC that survives restarts, so you can paste an older item again with Alt+V.
Keep every copy searchable on your PC, so a clipboard glitch never loses your work.

Why does copy and paste stop working?
The Windows clipboard is shared by every program, and only one can use it at a time. Microsoft’s clipboard operations documentation says it directly: “Only one window can have the clipboard open at a time,” and when a program is finished, it “must close the clipboard by calling the CloseClipboard function.”
The OpenClipboard reference adds the consequence: OpenClipboard “fails if another window has the clipboard open.” So if one program opens the clipboard and does not let go, because it crashed, hung or has a bug, copy and paste can fail everywhere until that program closes.
| Symptom | Likely cause | First thing to try |
|---|---|---|
| Ctrl+C and Ctrl+V do nothing in any app | Another program is holding the clipboard open | Close recently opened utilities, then sign out if needed |
| Paste works, but pastes an old item | The copy never reached the clipboard | Copy again, from a different app if possible |
| Paste hangs or fails after copying from one app | The source app has frozen | Wait, or close and reopen the source app, then copy again |
| Works locally, not in Remote Desktop | Clipboard redirection is off or blocked | Check the connection settings and policy |
| Item missing from Win+V history | Outside history limits | Check size, type and the 25-item cap |
| Shortcut works in one app only | That app intercepts the keys | Use right-click Copy and Paste to compare |
How do I fix copy and paste in Windows 11?
Go from least to most disruptive:
- Try the menu instead of the keys. Right-click and choose Copy, then Paste. If that works, the problem is the keyboard shortcut in one app, not the clipboard.
- Copy again, from a different app. Copy a word from Notepad and paste it into another window. If that works, the original source app is the issue.
- Close and reopen the app you copied from. Microsoft’s clipboard ownership notes explain that the program that put data on the clipboard stays its owner, and some programs supply data only when another app asks for it (called delayed rendering). If that program is frozen, pasting from it can fail.
- Close utilities that watch the clipboard. Clipboard managers, screen-sharing and remote-support tools, password managers and automation scripts all touch the clipboard. Close them one at a time and test after each.
- Clear the clipboard. Go to Settings > System > Clipboard and select Clear, or press Win+V and choose Clear all. Microsoft notes this clears everything except pinned items.
- Sign out or restart. That closes every program, which releases the clipboard. It also clears Windows clipboard history except pinned items, so pin anything you need first.
If a specific program keeps causing it, update or reinstall that program, since holding the clipboard open is a bug in the app, not in Windows.
Copying from Excel for the web
If the problem only happens when copying cells in Excel in a browser and you see a “Retrieving data” message, that comes from Excel for the web rather than the Windows clipboard, so it looks the same on Windows 11 and Windows 10. The first question in the FAQ below covers what to try.
Why is my copied item missing from clipboard history?
Win+V history has documented limits. From Microsoft’s clipboard help page:
- History must be turned on. The first time, press Win+V and select Turn on.
- 4 MB per item. “Your size limitations are 4 MB per item.”
- Text, HTML and bitmap. Microsoft lists these as the supported formats.
- 25 entries. “Your clipboard history is limited to 25 copied entries.” Older unpinned items are removed to make room.
- Cleared on restart. History “gets cleared each time you restart your PC, except for the items you’ve pinned.”
So a large screenshot, a file, or something you copied 30 items ago will not be there. We cover these limits in more depth in the Windows clipboard history 25 item limit and Win+V clipboard history not saving.
Why does copy and paste not work in Remote Desktop?
Copying between your PC and a remote session relies on clipboard redirection. Check these in order:
- Clipboard is enabled for the connection. In the Remote Desktop connection settings, make sure clipboard sharing is turned on under local resources before you connect.
- Policy allows it. Administrators can block it. Microsoft’s Azure Virtual Desktop clipboard redirection guide shows the policy Do not allow Clipboard redirection under Remote Desktop Services > Remote Desktop Session Host > Device and Resource Redirection. If it is enabled on the host, copy and paste is blocked by design.
- Reconnect. Disconnecting and reconnecting the session is a quick thing to try after changing settings.
On a managed work PC, a blocked clipboard is often intentional. Ask IT before trying to work around it.
How do I stop losing copied items when the clipboard fails?
The clipboard holds one current item, and Windows history is capped and cleared on restart. A clipboard manager that keeps its own history on disk means a glitch, a restart or an accidental overwrite does not cost you anything you copied earlier.
IntelliClip is built for that. According to its product page and Microsoft Store listing:
- Persistent local history in a SQLite database on disk, which survives reboots.
- Text, images, flattened rich text, file paths, URLs and snippets.
- Instant full-text search with SQLite FTS5, so you type a few letters to find something from days ago.
- Alt+V to open, arrow keys to choose, Enter to paste.
- Context-aware ranking that surfaces clips used with the app you are in.
- Password-aware privacy. The Store listing says it avoids saving sensitive password-manager content.
- Offline, with no account, no telemetry and no cloud sync.
Be clear about what it does and does not do: IntelliClip cannot release a clipboard that another program is holding open. What it does is keep what you already copied, so once the clipboard is working again you can paste it back without hunting for the source.
Search everything you copied this week and paste it back with Alt+V.

Frequently asked questions
What does “Retrieving data. Wait a few seconds and try to cut or copy again.” mean?
This message is shown by Excel for the web, usually while it is still preparing the cells you copied, so the paste does not go through. Wait a few seconds, click elsewhere, then select and copy again. Users in a Microsoft Q&A thread report it appearing intermittently when the copied range includes formulas, while plain values copy normally. There is no confirmed permanent fix from Microsoft, and the poster in that thread reports the usual steps did not help in their organization, but these are worth trying in order:
- Wait, click away and copy again. It is often temporary.
- Try a private window or another browser, after signing out of Microsoft 365 and back in.
- Disconnect a VPN or try another network, if you use one.
- Work in desktop Excel. In Excel for the web, select File > Create a Copy > Download a Copy, open the downloaded file in the Excel desktop app, select Enable Editing in the Protected View bar, and copy from there. Microsoft’s save a copy of a workbook page covers these steps. Note that edits in the downloaded copy do not change the online workbook.
If none of these helps and it affects many people in your organization, report it to Microsoft through your Microsoft 365 admin. A clipboard manager, including ours, will not fix this message, because it comes from Excel for the web itself.
Why did copy and paste suddenly stop working on my PC?
Most often, a program is holding the clipboard open or the app you copied from has frozen. Close the source app and any clipboard utilities, then try again. Signing out fixes it if nothing else does.
Does restarting fix copy and paste?
Usually, because it closes the program holding the clipboard. It also clears Win+V history except pinned items.
Why is Win+V empty?
Clipboard history may be off, or the PC restarted. Press Win+V and select Turn on, and pin anything you want to keep across restarts.
Can a clipboard manager cause copy and paste problems?
Any program that opens the clipboard can, if it misbehaves. If problems started after installing one, close it and test.
Will IntelliClip fix a clipboard that is stuck?
No. It keeps a persistent history of what you copied, so nothing is lost while you fix the cause.
