Windows clipboard history only syncs to the cloud if “Clipboard history across your devices” is turned on in Settings, System, Clipboard. When it is on, Microsoft says copied items are uploaded and synced to your other devices through your Microsoft account or work account, either automatically or only when you press the sync button. If you want a searchable, persistent clipboard history that never leaves your PC, IntelliClip stores everything locally with no cloud sync, no telemetry, and no account.
Here is how to check what your PC is doing and how to switch it off for good.

How does Windows clipboard sync work?
Microsoft’s clipboard support article describes three related settings:
| Setting | What it does |
|---|---|
| Clipboard history | Keeps a list of copied items you open with Windows logo key + V |
| Clipboard history across your devices | Lets copied items sync to your other signed-in devices |
| Automatically sync text that I copy | Uploads text as you copy it |
| Manually sync text that I copy | Uploads an item only when you select its sync button in Win + V |
Microsoft notes that “the sync feature is tied to your Microsoft account or your work account.” With manual sync, “the text would be uploaded to the cloud and synced to other devices” after you choose it.
How do I check whether my clipboard is syncing?
- Open Settings, then System, then Clipboard.
- Look at “Clipboard history across your devices.” If it is Off, nothing syncs.
- If it is On, check which option is selected: automatic or manual sync.
- Press Windows logo key + V to see what is in your local history now.
If the toggle is greyed out, your organization may have set a policy. See the policy section below.
How do I turn clipboard sync off?
- Open Settings, System, Clipboard.
- Set Clipboard history across your devices to Off.
- To also clear what is already there, choose Clear next to Clear clipboard data. Microsoft says this clears everything except pinned items, both on your device and in the cloud.
You can keep local clipboard history on and sync off. They are separate switches.
How do IT admins block clipboard sync?
Microsoft documents a device policy, AllowCrossDeviceClipboard, that “determines whether Clipboard contents can be synchronized across devices.”
| Detail | Value |
|---|---|
| CSP path | ./Device/Vendor/MSFT/Policy/Config/Privacy/AllowCrossDeviceClipboard |
| Values | 0 not allowed, 1 allowed (default) |
| Group Policy name | Allow Clipboard synchronization across devices |
| Group Policy location | Computer Configuration, System, OS Policies |
| Applies to | Windows 10 version 1809 and later; Pro, Enterprise, Education, and IoT Enterprise |
Microsoft says “most restrictive value is 0 to not allow cross-device clipboard” and that the “policy change takes effect immediately.”
What are the limits of Windows clipboard history?
Even with sync off, the built-in history has limits worth knowing:
| Limit | From Microsoft’s support article |
|---|---|
| Number of items | ”Limited to 25 copied entries” |
| Size per item | ”4 MB per item” |
| After restart | ”Cleared each time you restart your PC, except for the items you’ve pinned” |
These are why many people move to a dedicated clipboard manager. Our guides on the 25-item limit and history cleared after restart go into more detail.

How is IntelliClip different?
From IntelliClip’s Store listing:
- 100% offline. “Your clipboard history stays on your device. No cloud sync. No telemetry.”
- Persistent. It “survives reboots” and stores images, plain text, flattened rich text, and file paths.
- Searchable. A local SQLite FTS5 index finds old items quickly.
- Password-aware. It avoids saving sensitive password-manager content.
- Keyboard-first. Press Alt+V, type to search, use the arrow keys, and press Enter to paste.
- No account, and a one-time purchase.
| Windows clipboard history | IntelliClip | |
|---|---|---|
| Cloud sync | Optional, through your account | None |
| History length | 25 entries | Persistent local history |
| Survives restart | Pinned items only | Yes |
| Search | Not listed in Microsoft’s article | Full-text search |
| Per-item size | 4 MB | Not listed in the Store listing |
| Cost | Built in | One-time purchase |
If you need to move text between your PC and phone, Windows sync is the convenient option and IntelliClip is not a replacement for it. If you want history that never leaves the machine, IntelliClip is built for that.
How do I remove one sensitive item from clipboard history?
If you copied something you should not have, such as a password or a client’s personal details, you can remove just that item.
- Press Windows logo key + V to open clipboard history.
- Find the item.
- Select See more (the three dots) next to it.
- Choose Delete.
To remove everything on the device from the same panel, choose Clear all at the top. Pinned items stay until you unpin them.
If sync was on when you copied the item, also use Clear in Settings, System, Clipboard, because Microsoft says that option clears the cloud copy as well.
How do I check every PC I use?
Check the setting on each PC you sign in to. Do not assume they all match.
- Make a list of every Windows PC where you sign in with the same Microsoft or work account.
- Open Settings, System, Clipboard on each one.
- Confirm Clipboard history across your devices is set the way you want.
- Clear clipboard data on any PC where sync was on and you have copied sensitive content.
- On managed PCs, ask IT whether the AllowCrossDeviceClipboard policy is set, rather than changing it yourself.
Should I turn off clipboard sync?
Consider it if:
- You copy passwords, one-time codes, or client data. Synced items leave the device.
- You use a work account on a personal PC, or the reverse.
- Your organization’s policy forbids data leaving managed devices.
- You never use the clipboard on another device anyway.
Leave it on if moving text between your own devices is something you rely on and the content is not sensitive.
Common mistakes
- Turning off clipboard history instead of sync. You lose Win + V entirely when you only wanted to stop uploads.
- Forgetting pinned items. Clear does not remove them. Unpin them first if needed.
- Assuming sync is off because you never turned it on. Check the setting on each PC.
- Using a work account clipboard for personal content. Keep the two apart.
Frequently asked questions
Does Win + V history go to Microsoft’s cloud?
Only if Clipboard history across your devices is on. With it off, history stays on the PC until you restart or clear it.
Can I sync manually instead of automatically?
Yes. Choose Manually sync text that I copy, then use the sync button on an item in Win + V.
Does IntelliClip sync between my PCs?
No. It is offline by design.
Will IntelliClip save my passwords?
It is designed to avoid saving password-manager content. See a clipboard manager that ignores password managers.
