Yes, new Outlook for Windows can open a PST file, through Settings, then Files, then Outlook Data Files, then Add file. Microsoft’s requirements are strict, though: classic Outlook must also be installed with the same 32-bit or 64-bit architecture, the account must have a Microsoft 365 subscription, and PST files are not supported in the ARM version of new Outlook. If you only need to read an old archive and save some mail, PstVault opens a PST on Windows without any version of Outlook, read-only, and exports what you pick.
Many people meet this question when a new PC arrives with new Outlook and an old archive.pst sits on a backup drive. Here is what works today, and what to do when the requirements do not fit.
Open an old PST on any Windows 10 or 11 PC, without Outlook, and save the mail you need.

How do I open a PST in new Outlook?
Microsoft’s support article Open and find items in an Outlook Data File (.pst) gives the steps:
- In new Outlook, go to Settings, then Files, then Outlook Data Files.
- Select Add file.
- Choose the .pst file and select Open.
The same article says you can read and search email in the PST, move, copy and delete emails and folders, drag emails between your mailbox and the PST, and export mailbox items to a PST.
What does new Outlook need before PST files work?
| Requirement | What Microsoft says |
|---|---|
| Classic Outlook | Must also be installed on the PC |
| Architecture | Classic and new Outlook must match: both 32-bit or both 64-bit |
| Subscription | The account used in new Outlook must have a Microsoft 365 subscription |
| Processor | PST files are not supported in the ARM version of new Outlook |
| Mode | New Outlook cannot be in Safe or Recovery mode |
| Bulk import into a mailbox | Planned, not yet released |

Microsoft also says it plans to add bulk import of mail, calendar and contacts from a PST into a mailbox and to remove the requirement for classic Outlook, and that after that it has no further investments planned for PST support in new Outlook.
What if I do not meet the requirements?
You have a few routes, and the right one depends on what you need the archive for.
| Your situation | Best route |
|---|---|
| You have classic Outlook and Microsoft 365, and want the mail back in a mailbox | Use classic Outlook’s import, or new Outlook once bulk import arrives |
| You have Microsoft 365 and classic Outlook, but only need to read | Open the PST in new Outlook as above |
| No Microsoft 365 subscription, or no classic Outlook | Use a standalone PST viewer |
| ARM PC, such as a Snapdragon laptop | A viewer that runs natively on Arm64 |
| You need to hand mail to someone else as files or PDF | A viewer that exports EML, PDF or HTML |
If you want the old mail back in your live mailbox, an Outlook route is the right one, and a viewer is not a substitute. A viewer is for reading, finding and saving items as files.
How does PstVault open a PST without Outlook?
PstVault is a Windows app that opens an Outlook data file without Outlook installed and without changing your Outlook profile.
- Open the file. Choose Open PST, or double-click a .pst in File Explorer. PstVault opens it read-only and lists every folder with its message count.
- Find the mail. Pick a folder or All folders and type a sender or subject. More filters adds body text, recipient and a date range. Results are listed newest first.
- Read and check. Select any item to read its headers, folder and attachments, and save any attachment straight from the preview.
- Export what you need. Save messages as EML, as a PDF reading copy with one bookmark per item, or as offline HTML; contacts as vCard 4.0 or a CSV table; and calendar events as .ics.
- Keep the report. Each export writes a JSON report of everything saved, with a SHA-256 for each file.
PstVault opens Unicode PST files, the format Outlook has used since Outlook 2003. It runs on Windows 10 version 2004 or later and Windows 11, on x64 and ARM64. It never writes to the PST, makes no network connections, has no account and collects no telemetry.

Choose new Outlook when you have the subscription and classic Outlook already and you want the archive back inside your mail. Choose PstVault when you only need to look, search and save, when the PC has no Outlook, or when you would rather not change your mail setup to read one old file.
What should I check before opening an old PST?
- Make a copy first. Whatever tool you use, work on a copy of the PST, kept on a local drive.
- Know the format. Very old PST files from Outlook 97 to 2002 use the older ANSI format. Our post What is a PST file? explains the difference. PstVault opens Unicode PST.
- Is it a PST or an OST? An OST is an offline cache of a server mailbox, not an archive. If the mailbox still exists on the server, the server copy is the authoritative one.
- Plan the output. If the mail is going to a lawyer or accountant, decide between EML, PDF and HTML first. See EML vs PDF vs HTML.
Frequently asked questions
Can new Outlook open a PST without classic Outlook?
Not today. Microsoft’s article says classic Outlook must also be installed, with the same architecture. It says it plans to remove that requirement.
Why can’t I see Outlook Data Files in new Outlook on my Surface or Snapdragon laptop?
Microsoft says PST files are not supported in the ARM version of new Outlook. PstVault runs natively on ARM64 Windows.
Will opening the PST change it?
In new Outlook you can move, copy and delete items in the PST, so it can change. PstVault opens it read-only and never writes to it.
Do I need a Microsoft 365 subscription for PstVault?
No. PstVault does not use Outlook or Microsoft 365. It is a one-time purchase in the Microsoft Store.
Can PstVault put the mail back into my mailbox?
No. It exports files: EML, PDF, HTML, vCard, ICS and CSV. EML files open in most mail apps, but importing into a mailbox is a job for your mail client.
