To bookmark a construction drawing set PDF from the title block automatically, use a tool that reads each sheet number and title from the title block and writes them as bookmarks. SheetStamp does this on your Windows PC with no upload: draw the title block once, check every row in a review table, and save a bookmarked copy with page labels, or one PDF per sheet. SheetNav does a similar job in the browser, and Bluebeam Revu can build page labels from a page region.
A combined plan set arrives as one PDF with 80 pages called 1 to 80. Finding A-401 means scrolling. Permit portals and project teams often want bookmarks like “A-101 - FIRST FLOOR PLAN” on every sheet. Typing them by hand is slow; reading them from the title block is the obvious shortcut. Here is how the tools that do it compare.
Name every sheet from its title block and save a bookmarked copy, on your PC.

SheetNav
SheetNav is a browser-based bookmark generator built for construction plan sets. You upload one unencrypted PDF, up to 95 MB and 150 pages. It detects sheet numbers and titles from the PDF text, can use OCR within title-block areas you select for scanned sheets, and shows each proposed bookmark beside its page preview so you can correct or exclude it. You then download a bookmarked copy, and the original is unchanged. SheetNav also publishes useful bookmark guides and jurisdiction research. When we checked on 17 October 2026, its site said PDF processing was temporarily paused, with no resume date scheduled.
The page preview next to each bookmark is a real strength, and SheetNav’s guides are worth reading whichever tool you use. The trade-off is the upload: the plan set goes to a website.
Bluebeam Revu
In Revu, the Thumbnails panel can create page labels from a page region: draw a box around the sheet number in the title block, add a second region for the title if you like, and Revu applies the text as page labels. Bluebeam calls this AutoMark. If your office already has Revu, use it. Revu plans are billed annually per user, from $260 for Basics.
PDF-XChange Editor
PDF-XChange Editor is a Windows PDF editor sold with a perpetual license, from USD $62, for Windows 10 and later. Its built-in Generate Bookmarks from Page Text matches text by formatting and content rather than a selected area. Users on its forum share a community JavaScript tool that names bookmarks from text in a page area. It is a capable route if you already use the editor and do not mind a script.
SheetStamp
SheetStamp names the pages of a plan-set PDF from their title blocks. It reads each sheet number, title, and revision, lets you check them in a review table, and saves a new copy with bookmarks and page labels, or one PDF per sheet. It runs on your PC inside the Windows app sandbox, with no account, no sign-in, no telemetry, and no network connections.
- Reads scans and CAD exports alike. It reads the title block as an image with the text recognition built into Windows, so scanned sets work. Rotated pages, portrait sheets, mixed sizes, and vertical title strips are handled.
- Flags what needs a look. Rows with a missing, low-confidence, duplicate, or oddly written sheet number are flagged with the reason and the crop.
- Reads common formats. A-101, A101, A1.01, S2.01, M-1A, FP-101, A-401B, and common English and French title block labels such as SHEET NUMBER and REV.
- Two outputs. Save bookmarked copy writes one bookmark and one page label per page. Save one file per sheet writes each page as its own PDF, named the same way.
- No paid editor needed. It writes the bookmarks, labels, and split files itself.
Its regular US list price in the Microsoft Store is $69.99, paid once; the listing shows the current price.

How do I bookmark a plan set from the title block in SheetStamp?
- Open the PDF. Choose Open PDF and pick the set.
- Mark the title block. Drag a rectangle around the title block on page 1, or choose Bottom-right block or Right-edge strip.
- Read all pages. SheetStamp reads every sheet number, title, and revision.
- Check the table. Look at the rows under Needs review and type any fixes. Read down the whole table, because a missed one-letter revision is not flagged.
- Save. Choose Save bookmarked copy or Save one file per sheet.

When is SheetStamp the wrong pick?
- Your office already runs Revu. Use its page region labels.
- You need a CSV of the sheet list. SheetStamp has no spreadsheet export. See extracting sheet numbers from a plan set for other routes.
- Title blocks move around the set. One zone per set; a sheet with its title block elsewhere is flagged for you to type.
- You need the revision in the bookmark. Revisions are shown for checking but not written into bookmarks or file names.
- You work on a Mac. SheetStamp runs on Windows 10 version 2004 or later and Windows 11.
Frequently asked questions
What software can bookmark a construction drawing set PDF from the title block automatically?
SheetStamp on Windows reads the title block and writes bookmarks and page labels, offline. SheetNav does it in the browser after you upload the PDF. Bluebeam Revu builds page labels from a page region.
Do I need Bluebeam to bookmark a plan set?
No. SheetStamp writes the bookmarks and page labels itself, and the result opens in any PDF reader.
Does SheetStamp work on scanned plan sets?
Yes. It reads the title block as an image with Windows text recognition. Faint or low-resolution scans produce more flagged rows to check.
Can SheetStamp split a plan set into one PDF per sheet?
Yes. Save one file per sheet writes each page as its own PDF, named by sheet number and title. See our post on splitting a plan set PDF into individual sheets.
Will it change my original PDF?
No. The original is opened read-only, and every export is a new file.
Does my plan set get uploaded?
No. SheetStamp makes no network connections.
