If you want drawing comparison without a Bluebeam subscription, Drawing Revision Delta is a Windows 11 app that pairs two whole drawing sets by sheet number, ranks the changed sheets, clouds every change, and lists edited words, offline, for a one-time price. If your team also marks up, measures, and collaborates in Revu, Bluebeam’s overlay and compare tools are already in the plan you pay for.
Bluebeam Revu is the standard PDF tool in a lot of construction offices, and its Overlay Pages and Compare Documents tools are how many estimators check an addendum. The question here is narrower: if comparison is the main thing you need, is there a tool that does it well without a yearly seat?
Pair two sets by sheet number and see every change clouded, on your PC.

What is the short answer?
- Stay with Bluebeam if your team already uses Revu for markups, takeoff, and Studio collaboration. Overlay and compare come with the Core plan and above.
- Try DrawDiff if you only need a quick overlay of two PDF pages now and then. It is free and runs in the browser without uploading.
- Use Drawing Revision Delta if your job is comparing whole sets: matching dozens of sheets by number, ranking which changed most, clouding every change including the ones nobody clouded, listing edited notes in words, and exporting a report and a clouded set.

What Bluebeam does well
Bluebeam lists four plans, all billed annually per user: Basics at $260, Core at $330, Complete at $440, and Max at $590. “Overlay and compare drawings” is listed from Core up, alongside measurement and Studio collaboration. Bluebeam’s support pages describe Overlay Pages, which stacks PDFs in different colors and suits vector drawings, and Compare Documents, which creates cloud markups around differences and suits scanned drawings. It also has batch compare. If you already pay for Core or above, you have solid comparison tools, plus everything else you mark up a set with.
What DrawDiff does well
DrawDiff is free and runs in the browser, and it says files are never uploaded. It gives a pixel-accurate overlay, auto-numbered differences, an alignment tool for shifted views, and text compare with an OCR fallback, and it exports JPG or PDF. It is view only, with no markup. For a quick look at two revisions of one sheet, it is hard to argue with free.
What Drawing Revision Delta does
Drawing Revision Delta is a Windows 11 app that compares two revisions of a drawing set on your PC. It pairs the sheets by the sheet number in each title block, aligns every pair, ranks the sheets that changed, puts a revision cloud around every change, lists edited words, and exports a PDF change report and a clouded set. It runs in the Windows app sandbox with no network code, no account, and no telemetry.
The parts that matter for an addendum:
- Pairs whole sets. One combined PDF, a file per sheet, or scans, in any file or page order. Sheets are matched by the title block number, read from the PDF text or with the text recognition built into Windows.
- Ranks the changes. Compare all fills each sheet’s share of change, number of changes, and text edits, and Most changed first puts the sheets that need a look at the top. New and removed sheets are listed.
- Clouds what nobody clouded. It compares the drawings themselves, not the clouds on them, so every change gets a cloud and an entry in the change list.
- Lists edits in words. Notes, dimensions, and schedule entries are compared word by word, so a framing change reads “2x6” to “2x8”.
- Aligns first. Each pair is lined up for shift, rotation, and scale, then corrected locally for plotter and scanner stretch.
Run your last addendum through it and check the ranked list against what you found by hand.

How much does each cost over time?
Bluebeam Core is $330 per user per year at the listed price, so three years is $990 per seat, and that includes far more than comparison. Drawing Revision Delta is paid once; its regular US list price in the Microsoft Store is $59.99, and the listing shows the current price in your currency. DrawDiff is free. The fair way to read that: if comparison is all you would use Bluebeam for, the seat is expensive for the job. If you use Revu all day, comparison is effectively already paid for.
How do I compare two drawing revisions in Drawing Revision Delta?
- Pick both sets. In Sets, choose Pick folder or Pick files for Set A, the earlier revision, and for Set B, the later one.
- Check the pairs. Pairs lists every sheet with its title in A and in B and how it was paired. Use Unpair and Pair selected to fix any row.
- Compare all. The Status column fills in. Sort by Most changed first.
- Open a pair. Compare selected opens it in Overlay, Blink, or Side by side. In Overlay, red is only in the earlier revision and blue only in the later one. Mask the title block, choose 150 or 200 DPI, and set sensitivity from Fine to Ignore small differences.
- Export. Choose folder and export writes change-report.pdf, clouded-set.pdf, sheet-summary.csv, changes.csv, and PNG snapshots.
For the method behind it, see how to compare two drawing revisions, overlay compare for PDF drawings, and finding unclouded changes.
When is Drawing Revision Delta the wrong pick?
- You need to mark up, measure, or collaborate. It clouds changes only. Use Bluebeam or another PDF editor for markup and takeoff.
- You are on a Mac or Windows 10. It needs Windows 11 on x64 or ARM64. DrawDiff runs in any browser.
- You compare one sheet now and then. DrawDiff’s free overlay may be all you need.
- Your team works in Bluebeam Studio sessions. Keep the review in Revu.
Frequently asked questions
What is a good Bluebeam overlay compare alternative?
For whole-set comparison without a subscription, Drawing Revision Delta pairs sheets by number, ranks changes, clouds them, and exports a report on Windows 11. For a quick free overlay, DrawDiff runs in the browser without uploading.
Does Bluebeam Basics include overlay and compare?
Bluebeam’s pricing page lists “Overlay and compare drawings” under Core ($330 per user, billed annually) and above, not Basics.
Can Drawing Revision Delta compare scanned drawings?
Yes. It compares PDFs and TIFF, PNG, JPEG, and BMP scans, and reads title block numbers on scans with the text recognition built into Windows.
Will it find changes that were not clouded?
Yes. It compares the drawings themselves, so every change it finds is clouded and listed, whether or not the architect or engineer clouded it. See our addendum drawing review checklist.
Do my drawings get uploaded?
No. Drawing Revision Delta has no network code, and it reads only the files you pick.
Can I send the results to someone using Bluebeam?
Yes. The clouded set is a PDF with editable cloud markups on copies of the revised sheets, so it opens in any PDF viewer, including Revu.
